Putin declared increased security mode in the territories bordering Ukraine and martial law in the annexed territories of Ukraine.
Putin declared martial law in the occupied part of the Kherson and Zaporizhzhia regions, along with the so-called “DPR” and “LPR”.
He stated this during the meeting of the Security Council of the Russian Federation.
“I signed the decree on the introduction of martial law in these four subjects of the Russian Federation. It will immediately be shared with the Federation Council for approval. The State Duma was also informed about the adopted decision,” he said.
Also, the “medium level of response” was introduced in occupied Crimea and regions bordering Ukraine – Krasnodar Krai, Belgorod, Bryansk, Voronezh, Kursk, and Rostov regions.
According to the Russian legislation, this means that heads of these regions would “execute mobilization measures in the economic field, within the executive bodies of these subjects of the Russian Federation and local self-government bodies, certain measures of territorial defense, measures of civil defense, protection of the population and territories from emergencies of a natural and man-made nature, as well as the authority to implement measures to meet the needs of the Armed Forces of the Russian Federation, other troops, military formations, bodies, and the needs of the population.”
The text of Putin’s corresponding decree notes that residents of the border regions can be “resettled”, as well as free movement through these territories could be restricted.
Also, a “high alert” regime is introduced in the regions of the Central Federal District and the Southern Federal District, with the exception of the border areas. In other regions – the “basic readiness” regime was announced.

Russians dismantled the monument to the victims of the Holodomor in Mariupol
In the morning of October 19, the Russian occupiers dismantled the memorial to the victims of the Holodomor, erected in 2004 in the center of Mariupol.
This is reported by "RIA Novosti", major Russian propaganda outlet.
The monument was dismantled with the help of a truck crane. The occupiers said that the granite would be processed into building materials.
Yevgenia Krotova, an aide to the occupiers, representative of the central headquarters of the public organization "Young Republic", said that the occupiers are not fighting with the monuments, but are removing the symbol of "disinformation at the state level."
Henchman of the Russian invaders, head of the department of the Donetsk National University, candidate of historical sciences Artem Bobrovsky claims that there was no famine in Ukraine.
According to him, the most affected by the famine of 1932-33 was not Ukraine and Donbas, but Kazakhstan, the Volga region and the North Caucasus.
Olha Shmachkova, a teacher at the Pryazovsky State Technical University, said that residents of Mariupol "shouldn't be tormented by reminders of the tragedies of the past."

Kherson residents receive messages urging them to evacuate to the left bank of the Dnipro river
Local residents informed Suspilne that the occupational administration of the Kherson region is sending them a message urging them to urgently evacuate to the left bank of the Dnieper.
"In the morning, subscribers of the Russian cell operators messages about urgent evacuation. I'm a little worried because I won't leave, even if Kherson is razed to the ground. But I'm worried about being forcibly deported to the territory of the Russian Federation. We're not going anywhere," said the Kherson woman Anna
The head of the Kherson military administration, Halyna Lugova, also told Suspilne about the fact that the residents of Kherson are determined to stay in the city.
"I spoke with the residents of the city of Kherson about this. No one is planning to leave anywhere, because Kherson is Ukraine. Everyone has housing, their own home and their own family. Everyone is determined to stay in the city," said Lugova.
She also commented on the statements of the occupiers regarding the possible mining of the Kakhovska HPP.
"This is absolute absurdity. And all this is done by collaborators and occupiers in order to inflame this whole situation. People do not believe in it. If this could hypothetically happen, then it could happen from the provocative actions of collaborators and occupiers," the head of the Kherson MBA declares.

Most Ukrainians refuse to cooperate with the occupiers
Deputy Minister of Defence Hanna Malyar announced this during a telethon on Suspilne.
"It is difficult for our Ukrainians, who are currently in the temporarily occupied territories. They are suffering from the violent actions of the occupier, from the fact that the occupiers are trying to integrate all spheres of life of our citizens into the Russian space. But this is not 2014, and today people, who cooperate with the occupiers, there are very few, these are units. And the state of Ukraine knows about each of them," the official said.
According to her, the residents of the temporarily occupied territories are trying to resist the Russians.
"To date, the total majority of Ukrainians refuse to cooperate with the occupiers, and on the contrary, even resist. Although it is extremely difficult to do this under those conditions. Any decisions of the Russian government, which it adopts as the occupier in the occupied territories, are legally null and void, because they have been a crime against Ukraine, including the occupation, is a crime," Malyar stressed.

Serious heating issues in the occupied cities of Luhansk region
In the temporarily captured territories of Luhansk region, the situation gets more dire as the heating season begins. This was announced by the head of the Luhansk Regional Military Administration, Serhii Haidai.
"In Lysychansk, Severodonetsk and other cities, the housing stock was left without heating, in some places the windows of the apartments are still without glass, and the film is no longer saving. In high-rise buildings, the roofs are damaged. Or they are completely missing - they were dismantled by contractors from the Russian Federation. They wanted to repair them, but they disappeared in September in a known direction," he said.
At the same time, Novosibirsk specialists barely have time to carry out work on the heat supply systems of the Bilovodsk district. They promise to fully restore it by November 1.
"It should be noted that this is not centralized heating of homes (that is being repared - ed.), but the connection of social facilities to boiler houses in the community, where hostilities were practically not carried out. Locals complain that it is currently impossible to even fill gas tanks — people are refused at gas stations," he said come on

Russian "military commandant's office" was discovered in Lyman
In the liberated Lyman, Donetsk region, liberated from the Russian invaders, law enforcement officers discovered the location of the so-called "military commandant's office". This was reported by the Prosecutor General's Office.
Law enforcement officers discovered the location of the so-called "military commandant's office" of the invaders.
During the inspection, it was established that in the administrative building of one of the local enterprises, representatives of the armed forces of the Russian Federation and illegal armed formations under their control set up a so-called headquarters. There, they carried out filtering measures and issued fake documents to local residents for moving around the city.
"Civilians who, for whatever reason, did not pass the "filtration" were forcibly involved in the construction of fortifications, unloading vehicles with material support, equipping the territory with barbed wire, etc. The victims were kept for several days in a cold basement, in inhumane conditions," the message reads.
Also, mutilated and disassembled motor vehicles, taken from the local population, were found in garages and boxes for repairing equipment.
In addition, the presence of units of the army of the aggressor state in this territory is indicated by maps of the Donetsk region with certain markings, leftover food products, Russian-made medicines, as well as weapons and military uniforms abandoned by the occupiers.
The seized items will become material evidence in cases of crimes committed by Russian servicemen on the territory of the Donetsk region.

About 40% of the Ukrainian energy infrastructure is seriously damaged
If a high-tech part of the energy infrastructure breaks down, it is necessary to wait for a full recovery from 9 months to 1.5 years. Therefore, planned blackouts are inevitable.
This was announced by Oleksandr Kharchenko, director of the Energy Research Center Center, on the air of a national telethon on Suspilne.
"Unfortunately, with the new data that we are seeing now, about 40% of the total infrastructure and our generating capacity is really very seriously damaged... both in the energy production, and the distribution systems, there is a high-tech part: high-power transformers, turbines, boilers - everything is much more complicated (to repair - ed.) there. Here we are talking about 9 months - a year, sometimes a year and a half, in order to restore the equipment," Kharchenko said.
