Putin declared increased security mode in the territories bordering Ukraine and martial law in the annexed territories of Ukraine.
Putin declared martial law in the occupied part of the Kherson and Zaporizhzhia regions, along with the so-called “DPR” and “LPR”.
He stated this during the meeting of the Security Council of the Russian Federation.
“I signed the decree on the introduction of martial law in these four subjects of the Russian Federation. It will immediately be shared with the Federation Council for approval. The State Duma was also informed about the adopted decision,” he said.
Also, the “medium level of response” was introduced in occupied Crimea and regions bordering Ukraine – Krasnodar Krai, Belgorod, Bryansk, Voronezh, Kursk, and Rostov regions.
According to the Russian legislation, this means that heads of these regions would “execute mobilization measures in the economic field, within the executive bodies of these subjects of the Russian Federation and local self-government bodies, certain measures of territorial defense, measures of civil defense, protection of the population and territories from emergencies of a natural and man-made nature, as well as the authority to implement measures to meet the needs of the Armed Forces of the Russian Federation, other troops, military formations, bodies, and the needs of the population.”
The text of Putin’s corresponding decree notes that residents of the border regions can be “resettled”, as well as free movement through these territories could be restricted.
Also, a “high alert” regime is introduced in the regions of the Central Federal District and the Southern Federal District, with the exception of the border areas. In other regions – the “basic readiness” regime was announced.

Putin announced “martial law” on temporarily occupied territories of Ukraine
Russian dictator Vladimir Putin signed a decree on "martial law" in the temporarily occupied territories of Ukraine - the puppet "DNR" and "LNR" and captured parts of the Kherson and Zaporizhzhia regions. This is reported by Ukrinform with reference to "Meduza" edition.
Speaking via video link at a meeting of the Security Council of the Russian Federation, Putin explained that the martial law regime was in effect in these territories even before they "joined Russia." "Now we need to formalize this regime within the framework of Russian legislation," Putin said. He also announced that the heads of the occupation administrations would be given additional powers to "ensure security".
In his decree, Putin also introduced restrictions on leaving eight territories adjacent to Ukraine. The measures regard the southern regions of Krasnodar, Belgorod, Bryansk, Voronezh, Kursk and Rostov, which are near Ukraine, as well as the territories of the temporarily occupied Crimea and Sevastopol.
The decree envisages temporary relocation of residents to safe areas; restricting the movement of vehicles and carrying out their inspection; introducing and ensuring a special regime for entering and leaving the territory, as well as limiting freedom of movement through it; strengthening the protection of public order and ensuring public safety, protection of the military, important state and special facilities.

Lithuanians on the territory of Russia are being mobilized to participate in the war against Ukraine
The Lithuanian diaspora in Kaliningrad is in a difficult situation. Leaving the Russian territory is becoming more and more troublesome, there are practically no activists left, and the mobilization has already begun to "devour people."
This is mentioned in the interview of the former head of Kaliningrad Regional Society of Lithuanians, Sigitas Shamborskis, with "Novaya Gazeta".
According to him, all independent organizations of the Lithuanian diaspora are now closed in the Kaliningrad region, and the local authorities are also struggling with monuments to prominent Lithuanians.
It is not known whether criminal cases were initiated against the Lithuanians of Kaliningrad on the basis of their nationality, but administrative arrests and searches took place regularly.
"I went to Lithuania myself a few years ago after they started arresting me for no reason "until the circumstances are clarified". They filmed me at the border and detained me. Then they let me go and didn't say anything. They decided to scare me into leaving my post or began to cooperate with some authorities. There were also so-called mask shows in our offices, computers were taken away, searched," Shamborskis said.
According to him, mobilization in Russia primarily affected villages and towns, and for example, in the village of Chernyshevske in the Kaliningrad region, 50 people were mobilized, 17 of whom have Lithuanian roots.
Shamborskis noted that the situation in other regions of Russia is even more complicated. The Lithuanians living there "have no connection with Lithuania, there is neither money nor documents to come to the country, many do not know the language."

Ukrainian intelligence forecasts the end of the war until the summer of 2023
The war should end until the summer of 2023. The Armed Forces of Ukraine will reach the borders of Ukraine as of 1991. Such a scenario was suggested by Head of Ukraine’s Defence Intelligence, Major-General Kyrylo Budanov in the interview for the “Orestokratiya” project.
“It all has to stop at the end of spring. By summer everything should stop. Firstly, we will reach these borders (the borders as of 1991 – ed.)”, - Budanov assured.
According to him, after the end of the war, a very serious political process will start in Ukraine, correlating with changes in modern Russia.
“Particular regions will part Russia…Moscow will be paying us reparations, all this is awaiting them, it will cause a shift of a certain economical center of rf towards our territory…I mean, there are a lot of steps. Caucasian (territories – ed.), I think, will part first, but it won’t be only Caucasians. Because there are a lot of territorial problems, “Russian Federation” – is only the name of the federation. It is too large a territory, that for quite a long term exists, not clear how, in these limits. The belief in the power of regime was the only thing that holds it together. As soon as the regime falls, all of it will crash”, Budanov suggests.

Occupational authorities of Kherson region are evacuating to the left bank of the Dnipro river
Collaborator Volodymyr Saldo reported that all occupation ministries and units are moving to the left bank of the Dnipro River. This is reported by Russian propagandist media.
“All divisions and ministries of the civil administration of the Kherson region are moving to the left bank of the Dnipro River,” said Saldo.
Previously, the occupation authorities called on civilians to leave the right bank of the Dnipro River.
At the same time, Yaroslav Yanushevych, the acting Head of the Kherson State Military Administration, urged the local population not to respond to the invaders’ appeals.
“People of Kherson, I urge you to ignore everything the invaders are telling you or demanding from you. They want to take our people hostage and use them as human shields. Do not allow the empire of evil to hide behind you, your parents, and children,” Yanushevych wrote.
He emphasized that the Defence Forces of Ukraine are striking exclusively at enemy equipment, command posts, ammo depots, and logistics points.
Vitalii Kim, Head of the Mykolayiv State Military Administration, reported that there are signs that Russian troops are preparing to shell Kherson.
“They are digging fortifications in the Chaplynka area for the barrel artillery to shell Kherson. There is a feeling that they are preparing to attack Kherson,” Kim reported.

A woman who participated in the organization of a pseudo-referendum was detained in a liberated settlement of Luhansk region.
She worked at a local agricultural enterprise, and after the occupation of the district by the Russian army, she went to cooperate with the enemy.
The woman organized voting outside the boundaries of election activity: she "collected votes" in the courtyards of one of the villages of the Svativsky district.
In September, Russia began to conduct "referendums" on the inclusion of the so-called "LPR" and "DNR", as well as the temporarily occupied territories of the Zaporizhia and Kherson regions of Ukraine, into Russia.
In order to ensure the "inclusion" of territories occupied by Russians into the Russian Federation, the detained woman:
went round the yards of her fellow villagers with an urn to collect ballots;
campaigned the local population to vote for "joining" the Russian Federation;
as a member of the "election commission" ensured the "counting of votes" in favor of "statistics" determined in advance by the Kremlin.
She is charged with encroachment on the territorial integrity and inviolability of Ukraine and collaborative activities. At the request of the prosecutors, the court chose a preventive measure in the form of detention for the suspect.

Ukrainian military destroyed Russian UR-77 "Meteorit" mine clearing vehicle with a grenade dropped from a UAV.
This self-propelled installation is designed to create passages in minefields, but Russian forces also use it against fortifications.
Two launch guides for DM-140 type missiles and compartments with detonating cable UZP-77 or UZP-67 are placed on the chassis.
Mines explode due to the effect on their detonators of the shock wave from the detonation of the charge of the demining installation, also the shock wave partially disrupts the sensors of the tension mine target.
One of these installations was destroyed by the Ukrainian military in the area of the city of Maryinka.
The drone that dropped the ammunition was destroyed by an explosion, which is not surprising, because the UZP-77 charge consists of 725 kg of explosives.

Russian “Stupor” portable anti-drone system failed to stop Ukrainian Armed Forces drone
